Is CaptainsBet Legal in Rwanda?
CaptainsBet operates under a licence from the Curaçao Gaming Authority and is not licensed by the Rwanda Development Board (RDB), which regulates gambling in Rwanda. That puts the platform outside the Rwandan licensing system. What matters for you as a player is not the label but what that means in practice: who supervises the operator, where you can complain, and how your winnings are taxed.

Quick answer
- Licence: Curaçao Gaming Authority, issued outside Rwanda.
- RDB: CaptainsBet does not hold a Rwandan gambling licence.
- Rwandan law: Law N° 58/2011 of 31/12/2011 governing gaming activities, plus the National Gambling Policy of October 2024.
- Licensed online operators: in July 2026 the RDB licensed Betway, ElephantBet and ForteBet for online sports betting.
- Tax: RDB-licensed operators withhold 25% of players’ net winnings at payout.
- Common confusion: a secure website and a Rwandan licence are two different things.
Who regulates gambling in Rwanda?
Gambling in Rwanda is regulated by the Rwanda Development Board. Since 2024 it has done this through the National Lottery and Gambling Commission. The legal basis is Law N° 58/2011 of 31/12/2011 governing gaming activities. The National Gambling Policy adopted in October 2024 sets the direction for the sector.
The regulator decides who may run gambling in Rwanda and on what terms. Licensing was paused in 2024 while the rules were reviewed, and it reopened on 1 August 2025. Under the current system, online sports betting and online casino games are licensed separately, so a licence for one does not cover the other.
For players, supervision is the part that matters most. A national regulator does more than issue licences: it gives you somewhere to turn in Rwanda when something goes wrong with a licensed operator.
What is the difference between a Curaçao licence and an RDB licence?
The key difference is how far away the supervisor is. An RDB licence is overseen by a Rwandan public body under Rwandan law. A Curaçao licence is issued and supervised in the Caribbean under a different legal system, and contact usually happens online and in English.
CaptainsBet licence: who issued it and what it covers
The CaptainsBet licence is issued by the Curaçao Gaming Authority and covers the brand’s operation under that jurisdiction. It does not become Rwandan approval because the site is in English, shows Rwanda Premier League fixtures or offers mobile money payments. It also does not cover anything else in the online casino or sportsbook. In any honest captainsbet review, this is the first thing to check, before odds, games or payout times.
Always check the licence in the site footer before you register. 18+ only. Please gamble responsibly.
Rwanda’s gambling rules in plain language
Law N° 58/2011 sets the basic rule: running gaming activities in Rwanda requires a licence from the Rwandan authorities. The National Gambling Policy of October 2024 updated the approach. The RDB now licenses through the National Lottery and Gambling Commission, and online sports betting and online casino need separate licences. After a pause in 2024, applications reopened on 1 August 2025. In July 2026 the RDB licensed Betway, ElephantBet and ForteBet for online sports betting, and some of them for online casino as well.
The tax rules changed too. Since August 2025, licensed operators withhold 25% of players’ net winnings when they pay out, up from 15% before. Operators pay 40% on their gross gaming revenue.
The authorities are also tightening enforcement. Illegal gaming machines have been confiscated, unlicensed outlets have been closed, and the government has announced further measures. People search for this as «is captainsbet legal in Rwanda» or «captains bet licence Rwanda», and the factual answer is the same: CaptainsBet is not part of the Rwandan licensing system. We do not offer legal advice on the position of individual players. If that matters to you, check with the RDB or a lawyer before you open an account.
What you give up with an offshore operator
The difference is not abstract. Three protections that come with an RDB licence do not apply to an account with an operator licensed elsewhere.
The RDB can only supervise operators it has licensed. An offshore operator is outside its oversight of rules, games and player protection.
Without a Rwandan licence, a dispute stays between you and the operator, with the Curaçao regulator as the last step.
Conditions attached to a Rwandan licence do not apply. Your balance is protected only by the terms you accepted.
How do limits and self-exclusion work offshore?
With an operator outside Rwandan supervision, the controls inside your own account are what you rely on. That means deposit limits, loss limits, session reminders, time-outs and self-exclusion. They apply only to that one site. Blocking yourself on one platform does not block you anywhere else.
That is why, with any offshore operator, the responsible gambling tools in your account are not an extra but your main line of defence. Set them before your first deposit. Never bet money meant for rent, school fees or repaying a mobile money loan.
How can I check if a betting site is licensed in Rwanda?
You can check it yourself with official sources, without relying on anyone’s word. The RDB publishes its licensing decisions, and the list changes over time.
Go to the official source
Check the RDB’s official website and announcements for the current list of licensed gambling operators.
Match the exact name
Compare the brand and the website address letter by letter. A similar name is not enough, because licences belong to specific companies and sites.
Check what it covers
Online sports betting and online casino are licensed separately, so make sure the licence covers what you want to play.
Distrust silent badges
A badge that links nowhere, or only to a page on the same site, proves nothing. A genuine licence can be confirmed with the regulator.
Is it safe to play with an internationally licensed operator?
It depends on what you mean by «safe», and it helps to separate two ideas. «Technically secure» and «licensed in Rwanda» answer different questions, and mixing them up is the most common mistake on this topic.
On the technical side, CaptainsBet uses the same basic protections as any serious website. The connection between your phone and the platform is encrypted with SSL/TLS, you can add SMS two-step verification to your login, and your identity is checked with your National ID (Indangamuntu) or passport before your first withdrawal. Use a mobile money wallet registered in your own name. The details are on our payment methods page.
On the legal side, none of this replaces a supervisor. No encryption protocol forces a company to pay a withdrawal, explain why it voided a bet or reply within a deadline. That is where a Rwandan licence makes the difference, and where it is missing here. Make sure you register with your real details, because a name that does not match your ID is the most common reason a payout gets stuck. Without a local regulator, unblocking it takes much longer.
What about tax on winnings?
Since August 2025, operators licensed by the RDB withhold 25% of players’ net winnings when they pay out, up from 15% before. CaptainsBet is not licensed by the RDB, so that withholding is not applied by a Rwandan licensee. For your own position, ask the Rwanda Revenue Authority (RRA) directly or speak to a tax adviser.
What to do in a dispute with an international operator
With no Rwandan regulator to step in, the outcome depends heavily on your evidence and on the order in which you act. This sequence gives you the best chance.
In short: CaptainsBet is not licensed by the RDB, and nothing changes that fact. Rwanda requires a licence to run gambling, the authorities are tightening enforcement, and an account with CaptainsBet sits outside Rwandan supervision, complaint routes and tax withholding. If those protections matter to you, and there are good reasons why they should, check the RDB’s list of licensed operators first and decide with that information in front of you. Do not try to get around any block or restriction.
