Responsible Gambling in Rwanda: Limits, Self-Exclusion and Support

Responsible gambling means the decisions and tools that keep betting within limits you set before you start: a budget, a time limit, a break when you need one. This page explains what you can set up in your account, offers an honest self-check for warning signs, and lists where to find free support in Rwanda.

Quick answer

  • Money you bet is money spent. No system turns gambling into an income.
  • Three limits: deposit, loss and session time.
  • Two brakes: an account break and self-exclusion, temporary or permanent.
  • Built-in delay: lowering a limit works at once, while raising it takes time.
  • Self-exclusion cannot be cancelled before the period you chose ends.
  • Support: your doctor or local health centre, Ndera Neuropsychiatric Teaching Hospital in Kigali and the Rwanda Biomedical Centre’s free line 114.

Betting is entertainment, never a source of income

The operator’s margin is built into the odds and the RTP. Over many bets, the expected result is a loss for the player, whatever system they use. One session can end with a win, but a long run of sessions usually does not.

Treat the money you stake as the price of a match ticket, not as an investment you need to win back. This page does not cover licences; for that, see whether CaptainsBet is legal in Rwanda.

Responsible gambling tools in your account

Your account on the CaptainsBet platform has several separate tools. The difference between them is what happens once you switch them on.

Tool What it does When it starts Can it be undone?
Deposit limit Caps how much you can pay in per day, week or month Lowering: at once. Raising: after a waiting period Yes, but never straight away
Loss limit Stops betting once your losses reach the amount you set Lowering: at once. Raising: after a waiting period Yes, under the same rule
Session time limit Ends your session after the number of minutes you set From your next session Yes, at any time
Account break Blocks access for anything from 24 hours to several weeks As soon as you confirm No; it ends by itself at the end of the period
Temporary self-exclusion Locks the account for months, with no deposits or bets As soon as you confirm No. It runs to the end
Permanent self-exclusion Closes your access for good As soon as you confirm No

The difference in the third column is deliberate. Tightening a limit takes effect immediately, while loosening it involves a wait of several days. That takes the decision out of the heat of the moment.

Set my limits

Set them in your account before you place any bet. 18+ only. Please gamble responsibly.

How do I set a deposit limit?

Open the responsible gambling section, choose the period and enter your maximum amount. A lower limit applies straight away. Deposits are made via mobile money, and the cashier shows the minimum for each method, so check our payment methods page when you set a limit.

1

Work out the amount first
Start from what is left after rent, food, school fees and other fixed costs. If nothing is left, the answer is zero.

2

Open responsible gambling
You will find it in your account area, next to the security settings.

3

Choose daily, weekly or monthly
Daily is the strictest. You can combine periods.

4

Add the other two limits
Loss and session limits close the gaps a deposit limit leaves open.

Can I cancel self-exclusion early?

No. Self-exclusion cannot be lifted before the end of the period you chose, and that is exactly why it works. No request to customer support will shorten it. Trying to get around it with a second account usually ends with the balance frozen, because identity checks with your National ID catch duplicate accounts.

How do I know gambling has stopped being fun?

Look at the place gambling takes in the rest of your life, not just at the money lost. Answer the yes-or-no questions below honestly; nobody else will see your answers.

Self-check: yes or no

  • Have I bet money I needed for something else, such as rent, food or school fees?
  • Have I bet again the same day to win back what I lost?
  • Do I hide how much or how often I bet from the people close to me?
  • Have I borrowed money, or taken a mobile money loan, to gamble?
  • Do I gamble to stop thinking about a problem or a loss?
  • Have I decided to stop or cut down and not managed it?
  • Have there been arguments at home about money spent on betting?
  • Have I lost sleep, missed work or school, or stopped seeing friends because of the time I spend betting?
  • Do I feel irritable or restless when I cannot gamble?

Two or more «yes» answers are a reason to act today: set an account break or a temporary self-exclusion, and speak to a doctor or call the free line 114. You do not need to be sure before asking for help.

Managing your money: four rules that stop the spiral

The tools work best with a plan behind them. Managing your money comes down to four decisions made away from the betting screen, and the fourth one is what separates an expensive hobby from a real problem.

Rule How to apply it What it prevents
Budget before you start Decide the amount for the month and turn it into a limit Deciding how much to bet while your balance is falling
Never change limits mid-session Review your limits on a calm day, away from betting Raising a limit to chase a loss
Keep the money apart Keep betting money away from the wallet or account you use for wages, rent and school fees A bad session eating into household money
No borrowed money No loans, no mobile money credit, no salary advances, no borrowing from friends Debt that turns a loss into a lasting problem

The type of game changes the risk. In fast rounds, with how to play Aviator as the most common question, the speed shortens the gap between decisions, so a session time limit matters more than a deposit limit. In online slots, high volatility creates long losing runs that tempt you to raise your stake. Anyone selling «predictors», «sure odds» or a way to «win back your losses» in Telegram or WhatsApp groups is running a scam, especially if they ask for a fee via MTN MoMo or Airtel Money or for your PIN.

How do I keep children away from betting sites?

Use three layers: parental controls, no saved logins and signing out every time. Real-money gambling is for adults aged 18 and over only, but protecting children starts with the phones and computers at home.

Parental controls
Dedicated apps and the filters built into Android, iOS and Windows can block gambling sites on a child’s profile.
Nothing saved on the device
Do not save your password in the browser of a shared phone, and never share your mobile money PIN with children.
Always sign out
Closing the tab is not the same as signing out. Sign out properly and turn on two-step verification.

Where can I get help in Rwanda?

We have not found a dedicated national helpline for gambling problems in Rwanda. The best first step is the health system: your doctor or local health centre, Ndera Neuropsychiatric Teaching Hospital in Kigali, and the Rwanda Biomedical Centre’s free line 114. You do not need a diagnosis to ask for help.

Your doctor or health centre. A visit to your local health centre or doctor is a valid and often quick first step. Gambling problems are a health issue, and staff can refer you to specialist care.

Ndera Neuropsychiatric Teaching Hospital. Rwanda’s specialist mental health hospital, in Kigali, treats mental health and addiction problems.

Rwanda Biomedical Centre — 114. A free public health line that can point you, or a family member, towards the right service.

What to say to someone close who is struggling

Start with what you have noticed, not with a judgement. «I’ve noticed you’re betting late at night and you seem worried» opens a conversation, while «you’re addicted» shuts it down. Shame is the main reason people hide a gambling problem.

Choose a calm moment, offer to go with them to the health centre or sit with them for the first call, and do not quietly pay off their gambling debts. Clearing a debt while nothing else changes often delays the search for help. Family members can also ask for support for themselves.

Frequently asked questions

Do responsible gambling tools cost anything?
No. Setting limits, taking a break or self-excluding is free and does not depend on your balance or on any promotion.
Does a deposit limit stop me playing with the balance I already have?
No. A deposit limit only stops new money coming in. To control what is already there, use a loss limit, and to control your time, use a session limit.
How long does it take to raise a limit?
Raising a limit comes with a waiting period of a few days before it applies. Lowering a limit is the opposite: it takes effect as soon as you confirm it.
Does self-exclusion delete my account and balance?
Access is blocked, but your balance does not disappear. Request a withdrawal before you confirm self-exclusion, or sort it out with customer support.
Can I step away for a few days without self-excluding?
Yes, that is what an account break is for. It blocks access for a short period and ends on its own when the time is up, with no explanation needed.
I am worried about a family member. Can I get help too?
Yes. A doctor or health centre can advise family members as well, and that is often where help begins. It is a good way to learn what to say and which services exist near you.
Do the limits I set here apply on other sites?
No. Each operator only applies the settings on its own accounts. If you want to limit yourself on several sites, you have to set them up on each one.
